Panama’s Multinational Company Headquarters regime — commonly known as the SEM regime — allows qualifying multinational companies to establish regional or global headquarters operations in Panama under a special legal framework. Companies duly authorized under the SEM regime may process specialized immigration categories for qualifying foreign personnel and eligible dependents through the corresponding SEM Technical Secretariat and competent immigration authorities.
A Company-Linked Immigration Framework
The SEM Visa is not a general immigration category available to any foreign employee or to an ordinary Panama corporation. The immigration benefits described on this page are connected to a company holding a valid Multinational Company Headquarters License and to the foreign employee’s position or permitted activities within that specific organization. Applications are filed and reviewed through the SEM Technical Secretariat and the competent Panamanian immigration authorities.
Legal Basis
The SEM regime was established under Law 41 of 2007, as subsequently amended and regulated. SEM Immigration Categories

A. SEM Permanent Personnel Visa
